DATA IDENTIFICATION

Name
Prevalence of moderate or severe food insecurity in the population, based on the Food Insecurity Experience Scale (FIES)
Indicator purpose

The purpose of this indicator is to measure the prevalence of moderate or severe food insecurity in the population, based on the Food Insecurity Experience Scale (FIES) to assess progress towards achieving SDG Target 2.1: ‘By 2030, end hunger and ensure access by all people, in particular the poor and people in vulnerable situations, including infants, to safe, nutritious and sufficient food all year round’. This indicator provides essential data on the prevalence of moderate or severe food insecurity within a population, which is critical for understanding the extent of food insecurity and its impact on overall food security, nutrition, and well-being within the country. By monitoring this indicator, policymakers, stakeholders, and organizations can make informed decisions to promote sustainable development and address the root causes of food insecurity, poverty, malnutrition, and inequality within societies. This indicator helps to ensure that vulnerable populations, such as children, women, the elderly, and marginalized communities receive targeted interventions and support to alleviate food insecurity and promote access to nutritious food, thus contributing to the goal of ending hunger and ensuring food security for all, and thereby contributing to the overall objective of sustainable, inclusive, and equitable growth.

Abstract

This indicator measures the prevalence of moderate or severe food insecurity in the population, based on the Food Insecurity Experience Scale (FIES), to monitor the progress towards SDG Target 2.1: ‘By 2030, end hunger and ensure access by all people, in particular the poor and people in vulnerable situations, including infants, to safe, nutritious and sufficient food all year round’. It is defined as the percentage of individuals in the population who have experienced food insecurity at moderate or severe levels during the reference period. The relevance of this indicator lies in its ability to provide critical data on the prevalence of moderate or severe food insecurity within a population, which is essential for understanding the extent of food insecurity and its impact on overall food security, nutrition, and well-being within the country. The data for this indicator is collected through household surveys, and it is calculated as dividing the number of individuals or households experiencing moderate or severe food insecurity by the total population or total number of households and multiply the result by 100 to express it as a percentage. By tracking this indicator, stakeholders can gain valuable insights into the extent of food insecurity and its impact on overall food security, nutrition, and well-being within the country, enabling them to make informed decisions to promote sustainable development and address the root causes of food insecurity, poverty, malnutrition, and inequality within societies.

Other characteristics

-    Indicator definition - The indicator measures the percentage of individuals in the population who have experienced food insecurity at moderate or severe levels during the reference period. The severity of food insecurity, defined as a latent trait, is measured on the Food Insecurity Experience Scale global reference scale, a measurement standard established by FAO through the application of the Food Insecurity Experience Scale in more than 140 countries worldwide, starting in 2014.

Key statistical concepts

In the calculation of SDG Indicator 2.1.2, the prevalence of moderate or severe food insecurity in the population, a standardized module or questionnaire is incorporated to assess food insecurity levels comprehensively. This module is meticulously designed to capture various dimensions of food access, availability, and utilization within households or among individuals. Surveyors administer the questionnaire during household surveys or other data collection efforts, recording responses to each question. These responses are then scored based on established criteria, categorizing households or individuals into different levels of food insecurity, such as "food secure," "moderately food insecure," or "severely food insecure." Subsequently, the prevalence of moderate or severe food insecurity is computed by aggregating the number of households or individuals classified as moderately or severely food insecure and dividing it by the total number. The result is expressed as a percentage, providing a standardized measure of the proportion of the population experiencing moderate or severe food insecurity. This standardized approach facilitates the collection of consistent and comparable data on food insecurity levels, aiding policymakers and researchers in identifying vulnerable populations, evaluating interventions, and informing policy decisions to address food insecurity effectively.
