Consumption of Ozone Depleting Substances (ODS)
Indicator purpose

The Government of Belize ratified the Montreal Protocol on Substances that Deplete the Ozone layer and is in compliance for the Phase-out of HCFCs and Ozone Depleting Substances (ODSs). Therefore, Belize has begun a project entitled “HCFC Phase-Out Management Plan (HPMP) for the Air Conditioning and Refrigeration Servicing Sector. The objective of the Project is to Phase-Out HCFCs by 2030. The importation of refrigerant gases is permitted through the Online Application and Licensing System (OPAL).

Abstract

The Pollution Regulations as Amended in 2009, sets out the provisions for the Licensing system for the importation of Hydrochlorofluorocarbons (HCFCs) and Hydrofluorocarbons (HFCs). However, while the legislation has been drafted it has yet to be signed into legislation. Considering that this is essential for Belize’s compliance with the Montreal Protocol, the Department of the Environment with the assistance of the Customs and Excise Department has implemented the quota system via an administrative arrangement.

Two companies are allowed to import the refrigerant gas R-22 (monochlorodifluoromethane) is used in the air conditioning systems with their respective quota. Enrique Martinez and Sons has its quota permitted for 2018 for R-22 13.4 tons and R-141b (Dichloro-1-fluoroethane) a HCFC refrigerant gas has its quota for 0.24 tons. The second company is Midway Ltd however; recently in 2019 the company has sold its shares to Westrac. Therefore, Westrac becomes the second company allowed to import R-22 and R-141b. Their proposed quota for the year 2018 of R-22 is 20.1 tons and R-141b is 0.36 tons.
